29Open Until FilledJob Summary:The Arizona Department of
Administration (ADOA), State Procurement Office (SPO), is seeking a
highly experienced and strategic Chief Procurement Officer to be
assigned to the Department of Emergency and Military Affairs
(DEMA). The CPO has a matrix reporting structure, reporting to the
ADOA State Procurement Administrator with a dotted-line to the
DEMA.This critical leadership role will oversee all procurement
activities for DEMA, ensuring compliance with state procurement
laws and regulations while maximizing value and efficiency. The
Chief Procurement Officer will be responsible for developing and
implementing procurement policies, managing a team of procurement
professionals, and collaborating with internal and external
stakeholders to meet the diverse purchasing needs of DEMA,
particularly in support of its emergency preparedness and response
mission. This position offers a unique opportunity to contribute to
the critical work of DEMA and the State of Arizona.The State of

- Act as agency Chief Procurement Officer to ensure procurement
activities are conducted in an ethical manner with a high level of
integrity, while also ensuring compliance to the Arizona
Procurement Code.
- Oversee the complex and high visibility procurement operations
and services for the Department.
- Establish and enforce applicable agency procurement policies
and procedures.
- Issue formal decisions in protests and contracts claims.
- Represent department at formal procurement related hearings (as
authorized by applicable department legal personnel).
- Train and instruct agency and procurement leadership on matters
regarding procurement.
- Establish, monitor, and report key performance
indicators.Knowledge, Skills & Abilities (KSAs):Knowledge of:
- Federal and State laws and statutes governing contractual
agreements.
- Procurement practices, processes, and procedures.
- Tools and methods of effective negotiation techniques.
- Methods of conducting research.
- Continuous improvement in streamlining work processes.
- Federal and State funding regulations.
- Principles and practices of work leadership and
management.Skills in:
- Written and oral communication, customer service, reading and
interpreting contracts, policies, procedures, and standard
work.
- Using complex mathematical equations and applying statistical
processes to analyze and summarize a variety of data/sources.
- Developing effective monitoring and reporting tools.
- Facilitation.
- Technical writing.
- Interpreting and analyzing financial and supply market
data.
- Forecasting.
- Auditing.Ability to:
- Learn and apply the Arizona Procurement Code.
- Develop and maintain customer and supplier relationships.
- Maintain confidentiality in purchasing and procurement
details.
- Translate and interpret contracting requirements including, but
not limited to, governing requirements of procurements, contract
goods and services specifications, contract utilization and
limitations, and details of procurement.
- Exercise good judgment and possess strong decision-making
skills for areas of responsibility.
- Solve complex problems.
- Interpret and translate contract requirements and purchasing
requirements.
- Understand any Department procurement exemptions and the
limitations of those exemptions where Procurement Code should
apply.
- Interpret and analyze program and financial data.Selective
Preference(s):
- Bachelor's degree in Supply Chain Management, Business
Management, Finance, or a related field.
- Five or more years of experience in state or other public
procurement.
- One or more of the following certifications: Certified
Professional Public Buyer (CPPB), Certified Public Purchasing
Officer (CPPO), NIGP Certified Procurement Professional (NIGP-CPP),
Certified Professional in Supply Management (CPSM), or Certified
Purchasing Manager (C.P.M.).Pre-Employment Requirements:
